How to make the most of your money in Northern Ireland

The short answerNorthern Ireland is not Great Britain with different scenery and it is not the Republic with a different flag. It has its own rates system, its own health charges, its own travel scheme and its own grants, and most of the money people leave behind here is left in the gaps between the three.

Some of what follows is better than anywhere else on these islands. Some of it is worse. All of it is quoted word for word from the body that runs it — nidirect, the Housing Executive, the Education Authority, HMRC — with the date we read it.

1. Rates — two discounts almost nobody claims

You do not pay council tax here, you pay rates, and the reliefs are different. Two of them are not means tested at all, which means income is no reason to assume you would not qualify.

Over 70 and living alone? That is a fifth off your rates

"The Lone Pensioner Allowance (LPA) allows a 20 per cent discount on rates. Tenants and homeowners who are aged 70 and over and live alone can apply."

And the part people talk themselves out of: "It is not means tested so will not affect your security benefits." Savings do not matter. A pension does not matter.

  • You can apply at any point in the rating year, and if you have overpaid they refund or credit it.

Still counts

You do not always have to live completely alone

This is the bit that costs people the discount. You may still qualify at 70 or over if you live with a carer who is not your spouse or partner, if you care for someone living with you who is not your spouse or partner, if you live with anyone under 18, or if you live with someone who has a severe mental impairment.

That last one explicitly includes your spouse or partner. nidirect names "someone who has a severe mental impairment like dementia, Alzheimer's, or Parkinsons". A couple where one has dementia can still get the lone pensioner discount.

An adapted home gets a separate reduction again

"Disabled Persons Allowance is a 25 per cent reduction on domestic rates, for properties that have been adapted to meet the needs of the person or persons with a disability living in the household."

"The allowance is not affected by income or savings." But having a disability is not enough on its own — the property itself has to have been adapted.

  • Qualifying adaptations include an extra bathroom or toilet including an ensuite, an extra kitchen, a room used for treatment or therapy, or enough floor space to use a wheelchair indoors.
  • Moving a bedroom downstairs on its own would not normally qualify.
  • You can hold this and Lone Pensioner Allowance and Housing Benefit or Rate Relief at the same time.
Keep paying

Do not stop paying while you wait

For both allowances the instruction is the same: keep paying the bill until a decision is made. If you are successful they refund the overpayment or credit your account.

Stopping early turns a discount application into an arrears problem.

2. Health costs — you already have the best deal on these islands

People here routinely pay for things that are free, usually because they have read advice written for England.

Free

Every prescription is free, for everyone

"All prescriptions dispensed in Northern Ireland are free of charge for everyone. This includes medication, wigs and surgical appliances. You do not need to do anything to qualify for free prescriptions as everyone is automatically entitled."

No prepayment certificate, no exemption card, no age test, no income test. If you have ever bought a prescription prepayment certificate because an English website recommended one, you bought something you did not need.

Dental, glasses and hospital travel are a separate claim

Free prescriptions do not automatically make the rest free. Dental treatment, sight tests, vouchers towards glasses and help with the cost of travelling for treatment all run through a different route.

If you get Pension Credit Guarantee Credit you qualify outright. On Universal Credit it depends on earnings in your last assessment period: "had no earnings, or net earnings of £435 or less", or "were claiming for children and had no earnings, or net earnings of £935 or less".

  • On a low income without Universal Credit, fill in form HC1. Success gets you an HC2 for full remission or an HC3 for partial, each lasting 12 months.
  • You have to reapply before it expires. Nothing renews itself.
The date

The clock starts when they receive the form, not when you print it

"The date the claim form is received in a Jobs & Benefits office is the date the Department for Communities can consider payment from - not the date you downloaded the form."

So a form that sits on the kitchen table for three weeks costs you three weeks. Post it or hand it in the same day you fill it.

3. Free travel — six years earlier than the Republic

This is the single biggest thing Northern Ireland does better, and there are two traps inside it that cost people either money or a holiday.

Age 60

Free bus and rail from 60

"everyone aged 60 and over" gets free travel on eligible scheduled services from Translink and participating operators. In the Republic the same thing starts at 66.

Free travel also applies if you are registered blind or are a war disablement pensioner. You need to apply for a SmartPass — it is not automatic at 60.

Age 65

Your 60+ pass does not work across the border

"The 60+ SmartPass does not entitle the holder to all Ireland travel." All-Ireland free travel starts at 65 for Northern Ireland residents and 66 for residents of the Republic.

And there is a gap to plan around. Your 60+ pass "is programmed to run out at the end of the calendar month in which you become 65", while the Senior pass "will not be sent to you until near the end of the month in which you become 65". nidirect's own warning is that "you may have to wait up to three weeks following your 65th birthday". Do not book a cross-border trip for the fortnight after that birthday.

Half fare

PIP gets you half fare, but only the right component

Half fare travel goes to people getting the mobility component of Personal Independence Payment, people refused or stripped of a driving licence on medical grounds, people with a recognised learning disability, and people who are sight impaired.

The trap is spelled out: "Getting the care component of PIP by itself does not make you eligible for a SmartPass."

SmartPass holders can use the card on all Glider services, and half fare holders get the full fare discount there.

4. A cold house is a grant, not a bill

If your household income is under £23,000 there is money on the table for insulation and heating, and it is not a loan.

The Affordable Warmth Scheme

The Housing Executive pays "up to £7,500 through the Affordable Warmth Scheme", and "If your home is of solid wall construction and needs insulation, we may pay grant aid up to £10,000."

You qualify if you own and live in the property or rent privately, and "have a total annual gross income of less than £23,000". Social housing tenants are excluded because the landlord is responsible instead.

Do not start

The one mistake that loses the whole grant

"You must not start work until you receive confirmation, in writing, that you qualify for grant aid." A visit from a technical officer is not permission. A contractor's say-so is not permission.

Ring the NI Energy Advice Service to start: "Contact the NI Energy Advice Service (NIEAS): Tel: 0800 111 44 55".

No test

Adapting a home around a disabled child skips the means test

Disabled Facilities Grants are normally means tested through the Test of Resources. But "If the adaptation is for a child and you receive Child Benefit for that child, we do not normally carry out a Test of Resources."

You cannot apply for that grant yourself — "You cannot apply directly to the Housing Executive for a Disabled Facilities Grant." It has to come through a health trust occupational therapist.

5. School costs — and the application that does not roll over

Free school meals and the uniform grant are one application, and the single most common reason families lose them is assuming last year's still counts.

The earnings line is higher than people think

You can apply if you get Income Related Employment and Support Allowance, the Guarantee Element of State Pension Credit, or "Universal Credit and have net household earnings not exceeding £15,900 per year".

Net household earnings, not gross, and not total income including the Universal Credit itself. Plenty of working families are under that line and never check.

Every year

It does not renew itself

A fresh application is needed for each academic year. Getting it last September means nothing this September.

Leave time: the Education Authority aims to decide within four weeks, "however in the peak processing period of June to September this can take up to 5 weeks".

Special diet

There is a route in even if you are not on a qualifying benefit

"Children with a Statement of Special Educational Needs (Stage 3) who require a medically prescribed special diet may be eligible for Free School Meals if their parent/carer is not eligible to apply for support under one of the qualifying benefits".

It is a separate application and you should only submit one or the other, not both.

The Education Authority's own warning, which tells you how often it happens: "Check to ensure that you clicked the 'Submit' button on your application or it will not have been sent to us."

6. Tax — the married couples' allowance nobody claims

Northern Ireland uses the same income tax system as the rest of the UK, which means the same reliefs go unclaimed here as everywhere else.

£252 a year

Marriage Allowance, and four years of backdating

"Marriage Allowance lets you transfer £1,260 of your Personal Allowance to your husband, wife or civil partner." The effect: "This reduces their tax by up to £252 in the tax year (6 April to 5 April the next year)."

And it backdates: "You can backdate your claim to 6 April 2022 (the 2022 to 2023 tax year) for any years you were eligible for Marriage Allowance." That is four extra years in one claim.

The rules

Who it actually works for

One of you has to be earning under the Personal Allowance, "usually £12,570", and the other has to be a basic rate taxpayer, which normally means "their income is between £12,571 and £50,270 before they receive Marriage Allowance".

It works if either of you is drawing a pension. It does not work if you live together without being married or in a civil partnership.

"If you or your partner were born before 6 April 1935, you might benefit more as a couple by applying for Married Couple's Allowance instead."

7. One phone call that does all of this for you

Your rights when something you bought goes wrong

Northern Ireland uses UK consumer law, so unlike the Republic, Section 75 of the Consumer Credit Act does apply here on credit card purchases, alongside chargeback on debit cards.

Both are free to use and both have time limits, so raise it with your card provider early rather than arguing with the shop for months first.

Common questions

Are prescriptions really free in Northern Ireland?

Yes, for everyone, with no application and no exemption certificate. All prescriptions dispensed in Northern Ireland are free of charge, including medication, wigs and surgical appliances. If you have bought a prescription prepayment certificate you were following advice written for England.

At what age do I get free travel in Northern Ireland?

Sixty for free bus and rail inside Northern Ireland, which is six years earlier than the Republic. All-Ireland free travel starts at 65 for Northern Ireland residents. The 60+ SmartPass does not cover cross-border journeys.

Is Lone Pensioner Allowance means tested?

No. If you are 70 or over and live alone you can claim the 20 per cent rates discount regardless of income or savings, and it does not affect other benefits. There are also exceptions that let you qualify while living with a carer, a child under 18, or someone with a severe mental impairment including your own spouse.

Can I get Lone Pensioner Allowance and Disabled Persons Allowance together?

Yes. A ratepayer can be awarded Lone Pensioner Allowance along with Disabled Persons Allowance and Housing Benefit or Rate Relief. They are separate schemes and they stack.

Do I have to reapply for free school meals every year?

Yes. Applications are made annually and a fresh application is required for each academic year. Decisions take about four weeks, or up to five between June and September, so apply early.

Does Section 75 work in Northern Ireland?

Yes. Northern Ireland is part of the United Kingdom for consumer law, so Section 75 of the Consumer Credit Act 1974 applies to credit card purchases here. It does not apply in the Republic, where chargeback is the route instead.

What is the income limit for the Affordable Warmth Scheme?

Total annual gross household income of less than £23,000. You also have to own and live in the property or rent it privately. Housing Executive and housing association tenants are not eligible because the landlord is responsible for the work.
