Disability Allowance means test calculator

People ask us to work this out for them constantly, and the honest answer is that the rules are public — they're just buried in an operational guideline nobody reads. So here they are, as a calculator that shows you every step rather than just a number. Everything happens on your device. Nothing is saved, nothing is sent.

Before any deductions. Leave blank or 0 if you don't work.
PRSI, pension/PRSA/AVC, auto-enrolment, union dues and reasonable travel expenses. Not income tax or health insurance.
Total capital: bank, credit union, post office, shares. Not the home you live in.
Only count a child aged 18 or over if they are in full-time education. A school-leaver looking for work no longer counts, and neither does a child getting a social welfare payment in their own right.
Contributions towards household expenses, from an adult child or anyone else. Enter what they actually hand over.
Food, heat, the room. The rules say this is deducted from their contribution before anything is assessed — so this often cancels it out.

How the calculation actually works

Your earnings. The Department starts from your net weekly earnings — gross pay less PRSI, pension or PRSA/AVC contributions, auto-enrolment contributions, union dues and reasonable travel expenses. Income tax and health insurance are not deducted. Then:

The Department's own worked example: on net earnings of €500 a week, the first €165 is disregarded, the next €210 is assessed at 50%, and the remaining €125 is fully assessable — so €230 of that €500 counts as means.

Your savings. Capital is converted to a weekly value using a fixed formula. Disability Allowance and Carer's Allowance use a more generous one than every other means-tested payment:

That €50,000 figure is Disability Allowance and Carer's Allowance only. Every other means-tested payment disregards just the first €20,000. It is the most commonly confused number in the whole means system.

What this calculator does not do

A spouse or partner's income is assessed too, and this calculator now does it. Their assessable income is their gross earnings less PRSI, superannuation, the pension levy and union dues — income tax and health insurance are not deducted. Then €20 a day is disregarded for up to three days a week (a maximum of €60), and 60% of the balance is assessed. If they are getting a social welfare or HSE payment, or an allowance on a full-time VTOS or SOLAS course, those means are halved.

The Department's own worked example: a partner earning €120 gross, with €11 superannuation and €6 union dues, working four days. That is €103 net, less €60 (three days at €20), leaving €43 — assessed at 60% gives €25.80, rounded to €26 of weekly means. Put those figures in above and you will get €26.

One honest limit. Where a partner is self-employed, the guideline says their income is assessed as gross less the expenses necessarily incurred, but the €20-a-day disregard is written around days of employment. We do not apply it to self-employment, and we say so on the result rather than quietly assuming it either way. If that is your situation, treat the figure as indicative and let your Intreo Centre confirm it.

It also can't tell you your exact payment. It gives you your assessed weekly means, which is the part that's hard and precise, and the family rate you'd be measured against. The Department then applies its own published rate bands, so we show the likely payment as an approximation rather than pretending to a figure we can't verify.

A child who has left school

This comes up constantly, and two different things get confused. Between 18 and 22, a child only counts as a qualified child if they are enrolled in full-time education. Under 18 there is no education requirement. So a school-leaver looking for work stops counting, and that part of your payment ends — that is not means, it is the age condition. A child getting a social welfare payment in their own right cannot be counted either.

Their wages are theirs, not your means. When they find a job, their earnings are not assessed against your Disability Allowance.

But money they give you towards the house is assessed — with an offset almost nobody hears about. The rules say that where board and lodging or other benefits in kind are provided in return for those contributions, the cost of those benefits is deducted from the contribution. So if they hand you €70 a week and you are feeding and housing them, the cost of doing that comes off first. Often there is little or nothing left to assess. Both figures are in the calculator above.

And remember the other half of Disability Allowance: as well as the means test, you have to be substantially restricted in undertaking suitable work because of your condition. Starting work is a change of circumstances you must tell the Department about, and claims are reviewed periodically on both the means and the medical conditions.
