Areas of Natural Constraint (ANC): payments for hard-to-farm land

Category 1

€148 a hectare (first 12 ha)

Category 2€111 a hectare (first 10 ha)
Category 3€93 a hectare (first 8 ha)
The short answerIf you farm land in a designated Area of Natural Constraint, you can be paid per hectare each year: up to €148 a hectare on the first 12 hectares of Category 1 land, and up to €250 a hectare on islands. You apply in your BISS application and must keep a minimum stocking rate.

The old 'Mountain', 'More Severely' and 'Less Severe' land types are now Categories 1, 2 and 3. gov.ie publishes the list of eligible townlands by county. The rates below are the ones gov.ie lists for the scheme.

Category 2
€111 a hectare (first 10 ha)

The rates

"Category 1 1st 12 ha €148.00", then "Category 1 13 - 34 ha €112.00". "Category 2 1st 10 ha €111.00", then "Category 2 11 – 30 ha €104.00". "Category 3 1st 8 ha €93.00", then "Category 3 9 – 30 ha €88.25".

For islands: "Island Farming €250.00 Up to and including the first 20 hectares", then lower rates up to 40 hectares. "Applicants maintaining a combination of Category 1, 2 and 3 land, will be paid up to a maximum of 30 hectares except where the area of Category 1 land declared is between 30 and 34 hectares."

Who qualifies

You must submit a BISS application each year declaring your ANC land, and "maintain a minimum stocking density of 0.10 livestock units per forage hectare for 28 consecutive weeks months within the calendar year". Cattle, sheep, goats, horses, donkeys and deer count. Tillage land in designated areas is not counted in the stocking test.

If habitat, environmental or climate limits stop you meeting the stocking rule, an approved FAS advisor can assess your land with a Parcel Assessment Form.

How to apply

Apply for ANC in your BISS application on agfood.ie. Sheep and goat keepers must also make their census return on time.
