It is not for everyone renting. You generally need to have been renting privately for 6 of the last 12 months, and been able to afford it at the start, before something changed. Survivors of domestic violence referred by a Cuan-funded service get it straight away.

Who can get it — the full rules
You need to be a genuine tenant and meet one of two conditions:
- You got Rent Supplement at some point in the last 12 months, or
- You rented privately for at least 6 months (183 days) of the last 12, could afford the rent at the start, and can't now because your circumstances changed substantially after you moved in
You also need to pass a habitual residence test and a means test. People from Ukraine under Temporary Protection do not need to meet the two conditions above.
Leaving domestic violence
"If you are a victim of domestic violence and have been referred from Cuan-funded services , you can get immediate access to Rent Supplement ."
"The means test for Rent Supplement will not apply for 3 months." It can then be extended for another 3 months with a means test, and after that you can apply for social housing and HAP.
The 30-hour rule
"You will not qualify for Rent Supplement if you are in full-time employment (defined as 30 hours or more a week)."
"In the case of couples, if one of a couple is in full-time employment, both are excluded from claiming Rent Supplement." If you go over 30 hours, ask your council about the Rental Accommodation Scheme, which lets you keep working.
What you pay yourself
The Department works out the supplement, then takes your share off. "This is because you must pay at least €30 a week towards your rent." "A couple claiming Rent Supplement must pay at least €40 a week towards their rent."
Child maintenance you receive does not count in the means test. The first €5,000 of savings counts as nil.
When the rent is above the limit
Each county has a maximum rent. "The DSP can make additional Rent Supplement payments above rent limits when this is deemed necessary." This covers a landlord raising the rent above the limit, or a household member needing adapted accommodation because of a disability.
A landlord cannot refuse you because you get Rent Supplement. "You cannot be discriminated against when renting because you are getting Rent Supplement, HAP or any other social welfare payment."
How to apply
Get a Rent Supplement application pack from an Intreo Centre or Branch Office, or request one online. Your landlord fills in part of the form and gives their tax number.
Bring ID, proof of income and your lease or rent book. If you are refused, you have 60 days to appeal to the Social Welfare Appeals Office.

Does Rent Supplement still exist in 2026?
Yes. HAP replaced long-term Rent Supplement, but it still exists as a short-term income support for people renting privately whose circumstances change.
How much do I pay towards my rent on Rent Supplement?
At least €30 a week, or €40 for a couple. You pay more if your income is above the basic Supplementary Welfare Allowance rate.
Can I work and get Rent Supplement?
Only under 30 hours a week. At 30 hours or more you do not qualify, and if one of a couple works full-time, both are excluded.
Can I get Rent Supplement straight away if I leave an abusive home?
Yes, if you are referred by a Cuan-funded domestic violence service. The means test does not apply for the first 3 months.
Is child maintenance counted for Rent Supplement?
No. Maintenance payments for children are not assessed in the means test.
