Moving back to Ireland: what you can claim, and when

The short answerComing home from outside the EU, you can claim relief from Customs Duty and VAT on your household belongings and your vehicles. Your car is a separate claim โ€” Transfer of Residence relief from VRT, with very short deadlines. Safe Home Ireland helps qualifying Irish-born emigrants abroad find secure housing here. And welfare payments are gated by the Habitual Residence Condition, which is the thing most returners do not plan for.

Moving home is several separate claims that all land in the same fortnight, each with its own body and its own deadline. Getting the order right is worth thousands.

The three that cost people money are the customs relief on your belongings, the VRT relief on your car, and not knowing about the habitual residence rule before you need a payment.

Your belongings: relief from Customs Duty and VAT

"If you are moving from outside the European Union (EU) to take up your normal residence in Ireland, you may be able to claim relief from Customs Duty and Value-Added Tax (VAT). This relief applies to imports of:"

"certain personal property (this includes articles of used clothing) and household effects, including those of members of your household"

"bicycles and motor cycles, private cars, trailers, caravans, pleasure craft and private aeroplanes"

And a category nobody expects: "wedding trousseaux (brides' and grooms' clothes, linen and other personal belongings used for a wedding) and wedding presents if, on marrying, you are moving to live here."

This applies to moves from outside the EU. Coming home from another EU country, goods move freely and this relief is not the issue.

What is not covered

"alcoholic products or tobacco products which are part of your personal property, other than the normal duty free allowances available to travellers"

"tools which are used in a trade" โ€” this one catches tradespeople repatriating a van full of gear. Your domestic belongings are relieved; the tools of your trade are not.

"Any property being imported for commercial reasons is not eligible for relief. However, if you are moving your business to the State, you may be eligible for relief, this includes sole traders." So there is a route for the business itself โ€” it is just a different relief.

One procedural trap: "If you bring your goods into Ireland, but intend to reside in another Member State, you must:" present the goods to that state's customs authorities and use the transit procedure.

Your car is a separate claim, and the deadlines are brutal

The customs relief above covers private cars coming from outside the EU. Vehicle Registration Tax is a different matter entirely, and it applies whether you are coming from inside or outside the EU.

Register before the claim is decided and you pay the VRT up front and reclaim it โ€” at exactly the moment a house move has emptied your account.

Somewhere to live: Safe Home Ireland

Unusually, they will come to you: "We carry out home visits abroad (primarily UK) and outreach support visits to returnees in Ireland". For older emigrants in Britain thinking about coming home, this is the single most useful contact on this page.

The rule nobody plans for: habitual residence

Most means-tested Irish social welfare payments require you to satisfy the Habitual Residence Condition. Returning after years abroad does not automatically satisfy it, and a refusal at the worst possible moment is common.

Factors include the length and continuity of your residence, your reasons for coming, your future intentions, and your centre of interest. Evidence of a permanent move โ€” a tenancy, a job, children enrolled in school, closing accounts abroad โ€” is what makes the case.

Plan for a gap. If you can, come home with enough money to cover the first weeks, and put the claim in immediately rather than waiting until you are short.

What else to line up

Common questions

Can I bring my furniture to Ireland without paying VAT?

If you are moving from outside the EU to take up normal residence in Ireland, you may be able to claim relief from Customs Duty and VAT on personal property and household effects, including used clothing, and on bicycles, motorcycles, cars, trailers, caravans, pleasure craft and private aeroplanes.

Are my work tools covered?

No. There is no relief from Customs Duty and VAT for tools which are used in a trade, and property imported for commercial reasons is not eligible. If you are moving the business itself, including as a sole trader, a separate relief may apply.

What about alcohol and tobacco?

Not covered, beyond the normal duty free allowances available to travellers.

Is the car relief the same thing?

No. Relief from Customs Duty and VAT covers goods imported from outside the EU. Vehicle Registration Tax relief is a separate claim with its own conditions and very short deadlines โ€” six months of prior ownership, registration within 30 days and a claim within seven days.

Who is Safe Home Ireland?

A national charity established in 2000 that helps qualifying Irish-born emigrants living abroad to explore secure housing options in Ireland, and carries out home visits abroad, primarily in the UK, and outreach visits to returnees in Ireland.
